Minutes for March 19, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:05 PM.


  • Pledge of Allegiance
Chairman Emery led the recital of the Pledge of Allegiance.



  • Approval of Prior Meeting Minutes

  • Discussion held between 5:00 & 7:00 p.m.
Fred Farnham, our Code Enforcement Officer was in at 5:00.  He was supposed to be meeting with a resident on a road here in town.  The resident did not show up but the Board is going to move forward with the issue that they are having.

At 5:30 John Myers, our Town Clerk was in.  John is our office manager and he came in to go through the budget for the front office with the Board.

At 6:00 the Board met with members of the Community Cupboard that were here to discuss what would be needed if they decide to use one of the bays at the old town garage at Buxton Center.  They are going to get their members together and take a look at it.  They moved their freezers in from up at Plummer’s plaza.



Selectman Emery expressed the Board’s gratitude to the Plummer family for all they have done for this community and for this program over the years.  He said they were very generous in taking the food cupboard in and allowing them to work out of one of the empty spaces there.

Chief Grovo came in for a brief discussion with the Board about some personnel issues.


  • Review of Correspondence
  • Selectman Emery reported that there was no noteworthy correspondence this week.


  • Review of Projects and Issues
Selectman Booker reported that she went to a Budget Advisory Committee Meeting for the school on Saturday from 8:30 to 2:00.  She said it was long but one of the most productive meetings she has been to thus far.  Otherwise, she has been reviewing budgets, working on her budget and Town Report issues.  She said that last week she looked over some applications that came in for the Transfer Station position.

Selectman Harmon has been in and said she has been talking with Selectman Booker about the Town Report, and preparing for the Special Town Meeting to be held next week.  She has also been working on budgets, other day to day things and a couple of abatements.  She mentioned that Bob Gingras has been in doing some cleanup work and said she is starting to work on the Warrant.

Selectman Emery has been out of town for most of the week.  He was in most of the day yesterday and has been in today.  He said he has been going over budgets and catching up on correspondence.  He went to the Budget Committee meeting last night and said that went very well.  He has been in touch with Selectman Harmon every day to keep up with what is going on and give input if any is needed.  He thanked Selectmen Booker and Harmon for all the work they have been doing.

Selectman Harmon noted that these abatements are for 2011, 2012, and 2013 taxes.

  • Next Meeting of the Board
Budget Committee Meeting Tuesday, March 25, 2014, at 6:30 PM

The Board of Selectmen will be having a Workshop Monday, March 24, 2014, at 6:00 PM

There will be a Special Town Meeting Wednesday, March 26, 2014, at 7:00 PM

Selectman Emery read the Notice and explained Article 2.  Selectman Harmon explained Article 3and said the article will have to be amended on the floor at the meeting next week to have the money come from Undesignated Surplus.

Public Hearing Wednesday, April 2, 2014, at 7:00 PM regarding Town Charter Amendments for the June 10, 2014 Annual Town Meeting

Selectman Emery explained that the Board is going to put before the people a change to go from 7 to 5 Members of the Planning Board because they have had difficulty getting a quorum of 4 members there to vote.  Changing the number of members from 7 to 5 will require 3 members to be present for a vote and will enable the Planning Board to do the people’s business more effectively.  



  • Other Business
The Transfer Station has a job opening for a Booth Attendant.  You can contact Greg Heffernan at the Transfer Station at 929-3913.  The deadline for these applications will be March 28, 2014.

There will be a Community Potluck lunch Friday, April 11, 2014 at 11:30 AM at the Buxton Town Hall.  Contact Tashia Pinkham, Recreation Director at 207-929-8381 for more information.

Selectman Harmon mentioned that nomination papers are available now through April 28.  She noted that there are still vacancies on the Planning Board and she encouraged people to get involved.

Chief Grovo gave a brief summary of the 420 calls for service last week.
